TNEB hinted at a possible revision of tariff for a section of consumers

Citing “huge losses” and non-revision of tariff for the last seven years, the Tamil Nadu Electricity Board (TNEB) today hinted at a possible revision of tariff for a section of consumers and said it had forwarded a proposal to Tamil Nadu Electricity Regulatory Commission for consideration

“TNEB has recently made a proposal seeking small revision of electricity charges to consumers who can afford it since it is suffering from huge losses, with the last revision being done seven years back,” a TNEB press release here said.
The board cannot unilaterally revise tariff, it said.
Those who could come under the revised power tariff regime include domestic consumers consuming more than 200 units a month, educational institutions, cinema studios and theatres, the release said, adding that a majority of domestic consumers would not be affected by a possible price hike.
There will be no change in the provision of free power to farmers, while the tariff structure for religious places, powerlooms and handloom units would remain unchanged RPT while the tariff structure for religious places,powerlooms and handloom units would remain unchanged, the release said.
The Commission could only allow tariff revision after due consideration and holding public hearings on the proposal, it said, adding that all efforts would be taken to ensure that a majority of consumers were not affected. – Agencies

TNEB has successfully nailed a large company based in Madurai stealing energy worth Rs 7.55 crore

The enforcement wing of the Tamil Nadu Electricity Board (TNEB) has successfully nailed a large company based in Madurai stealing energy worth Rs 7.55 crore over a period of nine months. This is the first time in several years, the TNEB has caught a consumer ccommitting power theft of such a massive scale.

V Balachandran, ADGP (Vigilance), TNEB, told Express that, based on intelligence inputs, enforcement officials made an inspection of a high tension consumer, the Tower Steel Industries in Kappalur, Madurai, on Monday. “Our officials found that power was being stolen by short circuiting the meter set of the current tranformer secondary terminals,” he said.
After provisional assessment, it was found that power to the tune of Rs.7.55 crore (charges for actual usage plus a two-fold fine component) had been stolen. “The consumer has not come forward to pay the provision assessment fee. We have now filed a police compliant with the Tirumangalam police,’’ he said.
Power theft by the company had come to the Board’s attention on four earlier occasions in Tamil Nadu, and twice in Karaikal.
Asked how the team managed to stumble upon the errant company, Balachandran said the vigilance team always monitored the consumption pattern of all high tension users. “We have intelligence inputs too. With regard to this company, it has been under our surveillance and many cases of power theft are pending against them in courts.’’ The energy was stolen by shortcircuiting electricity cables that connect with the metering box to record consumption. In this way, the consumer continued to use energy that was not recorded.
CGRF, a useful platform to address grievances: Ombudsman

The Electricity Ombudsman constituted under Tamil Nadu Electricity Regulatory Commission (TERC) is making all out efforts to create awareness among the customers about the usefullness of the Customers Grievances Redressal Forum (CGRF), according to the State Electricity Ombudsman R Balasubramanian.
Mr Balasubramanian, who was here to attend a meeting for Tiruchirapalli distribution circle of the TNEB, told mediapersons yesterday that they had already conducted two such meetings at Madurai and Vellore circles.
Mr Balasubramanian, who is also the secretary of the TERC said from 2006 to March 2009, the CGRF had received as many as 1497 cases of which 1304 cases had been disposed of till March last year.
Similarly, the State Electricity Ombudsman had received 112 appeals from 2006 to March last year, of which 82 were taken care of till the same period last year.
Replying to a question he said there was a necessity to educate the TNEB officials regarding the procedure for redressing the grievances and the implication of delay in disposal.
Similarly, the consumers should also be made aware of their rights, the procedure to register their grievances and the compensation payable in case the Board failed to address them etc.
Later, addressing a meeting of the consumers, general public, and the officials of the TNEB, he underlined the need to create further awareness among the consumers about the functioning of the CGRF and the Ombudsman .
He called upon consumer movements to take up this task and to serve the Board customers in a better way.

Tamil Nadu Electricity Board has been taking various steps to reduce power loss in generation, distribution and transmission, its Chief Engineer, A. Nachadalingam (Distribution), Madurai Region, has said.
Addressing the valedictory function of Energy Conservation Week here on Saturday, Mr. Nachadalingam said that super critical technology was being adopted while installing new power stations.
The coupling alignments of generators/turbines in existing power stations were being set right to reduce power loss. Similarly, static excitation equipment was being used in the generators. Transformers with cold rolled grain oriented steel core and tap switches were used. Capacitor compensation was being used in all voltage levels.
Mr. Nachadalingam said high voltage distribution system was being adopted to prevent transmission and distribution loss. Thus low tension power stretches were being reduced while increasing the high tension stretches, he said. New sub-stations were erected in load centres and high quality and electronic meters installed at all consumers’ end to ensure exact power consumption reading.
The Bharat Sanchar Nigam Limited Madurai General Manager, V.K. Sanjeevi, said any service provider would only like for increased usage of their service. But, TNEB is advocating energy conservation because of the perennial demand-supply gap of power. BSNL had become conscious of its usage of electricity and fuel and had taken several steps to reduce their power and fuel bill. Besides power saving would reduce carbon emission that will help maintain atmospheric temperature and slow down global warming. People should look to non-conventional means of power generation.
N. Somasundaram, president of Madurai Tiny and Small Scale Industries, appreciated the TNEB official’s gesture in strictly following load shedding schedules which was beneficial for industrialists to run their units without any production loss.

Two new solar power projects proposed in the southern districts with Central financial assistance

Two new solar power projects that would utilise solar photovoltaic technology have been proposed in the southern districts with Central financial assistance. Identification of a suitable site and technical viability studies for the projects are presently underway, Tamil Nadu Energy Development Agency (TEDA) Deputy General Manager, Madurai Region, S.E.S. Syed Ahamed, told The Hindu here on Thursday.
The Madurai Region covers 16 districts of south and Central Tamil Nadu. While one project will be a 10 MW power plant, the other one would be a 1 MW plant, he said. The proposals would be submitted and approval is expected from the Union Ministry of New and Renewable Energy (MNRE) by March 2010.
Financial assistance through loans would come from the Indian Renewable Energy Development Agency (IREDA), he said, The IREDA is a public financial institution operating as a non-banking finance company for renewable energy-related projects and comes under administrative control of MNRE.
According to Mr. Syed Ahamed, the two projects were eligible to avail loan up to 80 per cent of the total project cost, on which no cap has been imposed as per MNRE norms. The loan is repayable in five years.
Either an incentive of Rs.13 per unit or a tax holiday for a considerable duration could be availed by the two project beneficiaries. Solar power could be generated for around 300 days a year. The investment required for generating 1 MW through solar power is around Rs.18 crore including land acquisition cost.
Southern districts have many of the sites identified as suitable for solar power generation in Tamil Nadu. Ramanathapuram, Sivaganga, Kanyakumari, Tirunelveli and Tuticorin have immense potential, he said. These two projects are being taken up by private sector players who would supply power to the Tamil Nadu Electricity Board’s (TNEB) power grid.
The Tamil Nadu Electricity Regulatory Commission (TNERC) has fixed a provisional tariff of Rs. 4.50 per unit as purchase rate for procurement of power by the distribution licensee from the solar photovoltaic and solar thermal power generation Plants, according to a top TNERC official.

The 52-year-old Tamil Nadu Electricity Board (TNEB) was re-organised on Monday with Chief Minister M. Karunanidhi formally launching the Tamil Nadu Transmission Corporation (TANTRANSCO).
As part of re-organising the monolithic Board, the government, in October 2008, decided to create the TNEB Ltd, the holding company, and two subsidiaries, TANTRANSCO and the Tamil Nadu Generation and Distribution Corporation (TANGEDCO). In June this year, the TANTRANSCO was registered.
In September, the Board sent a proposal to the government on the organisational structure of the Board of Directors of the Transmission Corporation. On December 1, the registration of the holding company and the TANGEDCO was carried out. On Friday last, the State Energy department issued an order, approving the composition of the Board of Directors.
As per the latest government order, TNEB chief C.P. Singh is the chairman of the TANTRANSCO too. R. Murugan and S. Akshayakumar, Chief Engineers of Operations and Transmission, and S. Sekkizhar, Chief Financial Controller (Revenue) have been made the Managing Director and Directors (Transmission Projects) and (Finance) respectively. There are five ex-officio Directors, three of whom are the Secretaries of Finance, Energy and Industries departments and two are the Directors of Generation and Distribution of TANGEDCO. The Transmission Corporation’s Board includes Director (Operations) and Company Secretary.
TANTRANSCO would establish and operate the power system network of all transmission lines and sub stations of 66 kilo volt (KV) and above. Apart from planning and coordination activities on transmission, it would handle scheduling and load despatch functions.
The re-organisation of the Board became inevitable because of the Electricity Act, 2003. Since 2004, TNEB was getting extensions regularly from the Centre for continuance as the State Transmission Utility and Licencee. Last week, the Union government gave one more extension, this time for three more months.
Reiterating the government’s policy that the utilities would not be privatised, Mr. Karunanidhi told a gathering of senior government officers that TNEB employees and officials would be free to join any one of the companies. The existing benefits would continue.
The Chief Minister expressed the hope that the utilities would ensure speedy implementation of power projects and proper distribution of electricity.
Noting that the State had a consumer base of about 2.03 crore, he said the existing installed capacity was 10,214 megawatt (MW). After his government assumed charge in 2006, steps were initiated to increase the installed capacity to 15,152 MW. All the ongoing power generation projects would be completed by 2012 end.
A senior government official said that as soon as the proposal for the composition of the Board of Directors for the TANGEDCO was received, the government would give its nod. He hoped that the asset transfer scheme would be implemented without any hassles.
