142 Blocks out of overexploited with respect to underground water

As many as 142 blocks out of 385 in Tamil Nadu are overexploited with respect to underground water, according to N Varadaraj, Regional Director, Central Ground Water Board, Chennai.
Eight blocks were saline and other blocks had been classified as critical and semi-criticial. The Government had taken up a scheme for the maintenance of tanks in the state, he told newspersons yesterday.
To a question, he said a sum of Rs 500 crore had been allotted for artificial recharging of nearly 12 lakh dug wells in the state.
Out of this, Rs 100 crore was released for taking up recharging of 3.5 lakh wells.
SRM’s Nanotechnology Research Centre Scholar signing up as ‘Associate Scientist’

At a time when 44 Deemed Universities in the country were facing the threat of losing their status, SRM University in Tamil Nadu has come out with flying colours with its Research Scholar signing up as ‘Associate Scientist’ at the US-based Seagate Technologies for an annual package of of 2.80 lakh US Dollar (about Rupees 1.4 crore).

R Shivaraman of the Nanotechnology Research Center (NRC) has brought laurels to the SRM University ‘becoming the youngest Nano Scientist’ to take up the prestigious post to develop ultra high density storage devices for magnetic recording.
”I am delighted at this offer and I dedicate the honour to SRM University which encouraged me at every stage when my journey in Nanotechnology began six years ago,” an elated Mr Shivaraman told a press conference here.
The young scientist, who was always against brain-drain, said he would come back to the country after completing his five-year contractual obligation with Seagate Technologies.
”I will come back and associate with SRM’s Nanotechnology Research Centre which is always close to my heart,” he said.
Mr Shivaraman, who has enrolled for the MS integrated PhD Programme at the NRC at SRM University, would take up the Associate Scientist post at Seagate Technologies, California, in December this year after completing his PhD programme.
He had recently come up with an innovative polymer templated lithography process which allowed fabrication of patterned magnetic media with density of around 30Tb (30,000 GB/inch2) and submitted the same for patent both in India and the US along with Mr C Gopalakrishnan, Director, Nanotechnology Research Centre.

Tamil Nadu may once again cut down
supplies to Kerala, with the state undergoing a lean period in procurement of the essential commodity, according to a spokesperson of the Tamil Nadu Cooperatives Society.
Tamil Nadu was supplying 1,05,000 litres of milk per day to Kerala as per a recent agreement. Due to a decrease in milk procurement during the lean season the state is currently supplying the Kerala Cooperative Milk Marketing Federation (Milma) only 50,000 litres of milk per day, the spokesperson told Express on Tuesday.
“There is a likelihood of stopping this too to meet the demands of the state’s consumers. We are procuring 20 lakh litres of milk per day from the cooperative societies. Chennai alone consumes about 10.5 lakh litres per day,” the spokesperson said.
Earlier too, TN had suspended milk supplies to Kerala during a lean period. In April 2007 the State stopped sending milk t o Milma, saying it had no surplus.
Milma then procured milk from Karnataka and for a while from Maharashtra.
On whether supplies of milk were adequate for TN’s needs the spokesperson said, “This a lean season, and as such there is a dip in the procurement.
It is a normal phenomenon.” Currently the state procures 22.5 to 23.5 lakh litres on average per day from the cooperative societies. At the primary cooperative society level, the procurement is 26.22 lakh litres annual average per day, while at the district union cooperative level it is 23 to 23.5 lakh litres of milk per day. The spokesperson also said the buffalo population in the state had been hit and currently, cooperative societies under the she-buffalo crop rearing scheme were planning to raise milk production.
“We have brought 1,410 she-buffalos under the scheme. They will be reared and taken care of by the district unions. According to the 17th Livestock and Poultry Census, buffalo population in the state has decreased from 27.41 lakh in 1997 to 16.58 lakh in 2004.
Lawyers in Tamil Nadu will boycott court proceedings on February 19

Lawyers in Tamil Nadu will boycott court proceedings on February 19 to protest “failure” of the state government in taking action against police officers held responsible for the violence in the Madras high court premises a year ago.

The decision was taken today at a meeting of the Joint Action Committee representing various advocates associations, including Madras high court Advocates’ Association (MHAA), Tamil Nadu Advocates Association, Bar Council of Tamil Nadu and Puducherry and Womens’ Lawyers Association.
MHAA president RC Paul Kanagaraj said in a statement that “members of the legal fraternity will abstain from all courts in Tamil Nadu on February 19 and will forma ‘human chain’. The day will be observed as ‘black’ day and advocates will wear black shirts.”
The CBI had last month filed a chargesheet against four police personnel and 32 advocates in a city court and recommended departmental action against 22 policemen in the case regarding the lawyers-police clash in the Madras high court complex on February 19 last year.
Sixty people were injured, in Pudukottai Jallikattu

Sixty people were injured, one of them seriously, at a Jallikattu event (taming bulls) at Idaiyathur village near Ponnamaravathy in Pudukottai district of Tamil Nadu.

About 320 bulls from different parts of the state, including Dindigul, Sivaganga, Tirupattur, Alanganallur and Palamedu in Madurai district, took part in the event yesterday, which was organised as part of the celebrations of ‘Mahasivarathiri’ festival of the Sri Swyambu Ponmasi Linga Ayyanar Swamy Temple in the village.
Thirty-five people, including some spectators, sustained injuries and have been admitted to private hospitals at Ponnamaravathy and Pudukkottai.
S Vijayan (26) of Karaiyur village, who sustained serious injuries, was rushed to the Government Medical College Hospital at Thanjavur.
Twenty-five others sustained simple injuries were treated at a medical camp located at the venue itself.
Two separate road accidents Four killed, four injured in Perambalur
Four people were killed and four others injured in two separate road accidents in Perambalur district of Tamil Nadu yesterday.

Police said two persons were killed when a car in which they were travelling collided with a stationary lorry near Valikandapuram near here.
The deceased were identified as S Ilangovan (51) of Vadapalani and S Kanagaraj (45) of Dindigul.
Car driver Prabhakaran, injured seriously, was admitted to a private hospital in Tiruchirapalli.

In another accident, two persons were killed and three others injured when the car in which they were travelling collided a lorry from behind near Thuraimangalam near here.
The deceased were identified as K Krishnan (52) and Solaiyappan (45) of Chennai.
The injured — Vijayaraj (35), Jayaraman (35) and Nagaraj (50) — were admitted to the Perambalur Government Hospital and later referred to K A P Viswanatham Medical College Hospital in Tiruchirapalli.

The Congress has run into trouble with its allies. In Tamil Nadu, the DMK is unhappy about a meeting between Congress President Sonia Gandhi and AIADMK chief Jayalalitha even as cracks have appeared in Jammu and Kashmir between the Congress and National Conference over the newly proposed surrender policy for militants over in PoK.
Down south the DMK has expressed disappointment over rival AIADMK chief Jayalalitha’s meeting with Sonia Gandhi in New Delhi at an Election Commission function last week.
Tamil Nadu Chief Minister M Karunanidhi indirectly expressed his displeasure at the interaction by clamming the Chief Election Commissioner for facilitating the meeting, and written about the issue in the party mouth piece ‘Murasoli’ saying that CEC Navin Chawla had shown ‘undue interest’ in inviting Jayalalithaa to the silver jubilee celebrations of the Election Commission held at Delhi last week and also arranging the cordial chat between the two powerful women politicians. The chat seemed no more than a brief exchange of pleasantries last week, but once which has made the DMK chief an unhappy man.
In fact citing comments earlier made by PMK leader Ramadoss, Karunanidhi has said, “If those vested with the responsibility to be truthful and protect democracy acted in a partisan manner, one is compelled to raise the question whether the fence itself is feeding on the crop
He has also hit out at the CEC for postponing a assembly by-election at the behest of a request made by Jayalalitha.
Karunanidhi, being a shrewd politician, stopped short of raising a direct finger at the Congress President, but the accusation is implicit and one that will no doubt be taken note of.
Though both the DMK and Congress leaders had insisted soon after the meeting that there was nothing much to it, it is now clear that the DMK is indeed jittery. The reasons for the insecurity are many; With the assembly elections fast approaching, any overtures made by Jayalalitha are bound to upset Karunanidhi’s apple cart. Moreover, the DMK believes that Rahul Gandhi is not too favorable about the alliance and there is much friction with the state Congress leaders.
Political analysts believe that with this statement targeting the CEC, the DMK chief has given subtle hints to the Congress- that even a casual ‘Hello’ to Amma is unwelcome.
Meanwhile, a war of words has broken out between allies the National Conference and the Congress in the Kashmir valley, with former Chief Minister Ghulam Nabi Azad taking on Chief Minister Omar Abdullah over his proposed surrender policy, which if passed would facilitate the return of almost 11,000 Kashmiri men trained in militant camps in Pakistan Occupied Kashmir.
The Union Health Minister Azad has lashed out saying that there is no guarantee that the youth after surrendering will not re-engage in terrorist activities. In stark contrast, Abdullah has said that the new policy will help bring back home young people in Pakistan Occupied Kashmir who are willing to return to the mainstream, adding that it is the government’s responsibility to ensure that they are rehabilitated.

The Executive Committee and the General Council meeting, the highest policy level decision making body of the ruling DMK in Tamil Nadu, would be held here on February 20.


DMK President and Tamil Nadu Chief Minister told reporters today that the meeting would adopt a resolution urging the Centre to take up with its Sri Lankan counterpart to ensure devolvement of adequate powers for the suffering Lankan Tamils while resettling them.
The resolution would also urge the Centre to ensure that all the internally displaced Tamils were resettled and rehabilitated back to their original places where they lived before the outbreak of the war.
Mr Karunanidhi would chair the meeting to be held at Party Headquarters ”Anna Arivalayam”.
To a question, the Chief Minister said Prime Minister Dr Manmohan Singh and AICC President and UPA Chairperson Sonia Gandhi would participate in the inauguration of the new Assembly Complex coming up at the Omandurar Government Estate in the city on March 13.
Mr Karunanidhi also parried a question on the Mullaiperiyar Dam row with Kerala stating the matter was pending before the Supreme Court. ”I don’t want to make any comment and divert the issue”.
On the proposed World Tamil Classical conference to be held at Coimbatore in June this year, Mr Karunanidhi said scholars and researchers from various countries have confirmed their participation.

Thousands flocked to Keelakolathur village in Tamil Nadu’s Ariyalur District to watch the popular ‘Jallikattu’, a traditional sport in which individuals try to hold onto enraged Bulls for certain distance.

Young men displayed courage and talent on the occasion of Thai Pusam, a local festival.
The event was appreciated by one and all for the thrills and adventure it provided to the spectators.
“Over 500 bulls were brought from various districts and around 100 men participated in this event. The participants showcased their skills and talent in this sport. This is one of the best show organised with the support of the government. And I request them to cooperate with the locals keeping the sport alive,” said Amraramoorthy, a state deputy. “The arrangement for the events was good. I have been watching this event for the last 20 years, but this year the arrangements were far better than the last year,” said Sumathi, an enthusiast.
This year, the event was held as per new Supreme Court guidelines.
The apex court has banned the ‘Jallikattu’ citing cruelty to animals as the main reason. But later the court granted a conditional permission for the event. It stated a set of compulsory guidelines, which the organisers have to follow strictly during ‘Jallikattu’ as certain objectionable practices have been in fashion in the recent past to enrage the bull.
During this traditional ’sport’, the horns of the adorned bulls are made wet before the event and the animal is rubbed down with oil, making it more difficult to hold onto. To add to it the bulls are drugged with steroids and are sometimes made to drink alcohol in order to enrage them. (ANI)
Petition has sought a Census of non-Tamil speaking population in TN PIL, however, was dismissed the first bench

Citing the “experience” of Marathi-speaking population in Maharashtra, a public interest writ petition has sought a census of non-Tamil speaking population in Tamil Nadu. The PIL, however, was dismissed the first bench of the Madras High Court comprising chief justice HL Gokhale and justice KK Sasidharan.

Noting that the Constitution permitted Indian citizens to reside and settle in any part of the territory of India, the judges said: “Any restriction as sought for in this writ petition will run counter to the spirit of the Constitution and the common citizenship that the citizens of this nation enjoy.”
The PIL, filed by the Hindu Thamizhar Movement, represented by its president V Vaithiyalingam, said that the population of non-Tamils settled in the state had gone upto about 25 per cent now. He said the very existence of Tamil language and culture was at peril. There is no compulsory teaching of Tamil in schools and commercial establishments were showing scant respect for the language, he said.
People of Tamil Nadu have a right to know the exact population of non-Tamils in the state, he said, and added, the statistical department continued to remain unconcerned about the happenings.
He also wanted a machinery to conserve the distinct Tamil language, script and culture by introducing certain reasonable restrictions on others.
Dismissing the PIL, the judges said that during every census documents seeking to know the language and religion of people are attached with the form. “Therefore there is no need to give any direction. We do not find any reason to grant the relief sought in this writ petition,”
