‘Funds no constraint for hut-free scheme’

Chief Minister M Karunanidhi on Wednesday said that funds would not be a constraint for the mega housing scheme that aimed at providing free concrete houses to poor hut dwellers and making the State hut-free.

He was speaking at an event here after launching the Kalaingar Housing Scheme that envisages an initial investment of Rs 1,800 crore to construct three lakh permanent houses in the coming financial year.
Referring to doubts raised by Opposition on the source of funds, the DMK chief said: “For whatever project what is needed is not panam (money) but janam (people).” He said 21 lakh huts would be converted into concrete ones over a period of six years.

“With the successful launching of concrete housing scheme everybody is asking what is our government’s next big social welfare scheme. We want to protect the rights of differently abled and help them,” he said.
“India was a signatory to the UN charter of protecting the rights of physically challenged people. So our next ambitious scheme will be implemented with the help of Central government. We will together implement the scheme,” he said.

Earlier in the day DMK chief Karunanidhi said he was of the firm view that there could be no alternative alignment for the Sethusamudram project.
Addressing a press conference here, he pointed out that work on the project was on hold as the matter was in court.

However, a survey is already on to look at the possibility of an alternative alignment for the shipping channel project. When it was pointed out that the Union Budget had not allocated any funds for the project, the Chief Minister said that work had not come to a standstill but has only slowed down.

In response to a question on the death of three students in Annamalai University, Karunanidhi said most of them were from Bihar and his counterpart from that State, Nitish Kumar, had called him up over the issue.

“We have sent a letter to them,” he said. Stating that the DMK was working for use of Tamil in Parliament, Chief Minister added that he would work for the inclusion of all regional languages as well.
To a query on the World Tamil Conference in Coimbatore, he said each committee had been working sincerely for it. Karunanidhi was also planning to contribute something for the conference.

DMK will continue to press for rollback of fuel price hike: Karunanidhi

The Dravida Munnetra Kazhagam would continue to press for a roll back of the hike in the central excise duty on diesel through discussions in Parliament but not stall the proceedings of the House, said Chief Minister M. Karunanidhi here on Wednesday.

“I had sought a roll back of the customs duty hike at least on diesel since it will have a direct impact on farmers and food production. Prime Minister Manmohan Singh, Finance Minister Pranab Mukherjee and other Union Ministers called me up to explain their position and the situation in which the hike was effected,” he said addressing a press conference here.

The Centre, they explained, had been forced to resort to the step in an attempt to contain the fiscal deficit, pegged at 5.5 per cent of the GDP. The Central Finance Commission wants to bring it down below 3 per cent. The Centre had to reduce market borrowings, estimated to be around Rs.3,80,000 crores, to bridge the deficit. Though there was a practice of borrowing from banks, this could lead to a situation wherein banks were not able to lend to the industry and the poor.

As to whether the DMK would join the agitating Opposition, Mr.Karunanidhi said the party would follow the path shown by Anna, be it in the Assembly or the Parliament. ‘We will put forward our views on people’s issues through discussions and try to find a solution. We do not wish to stall the proceedings of the House. This will only be against the interests of the people,” he said. He was hopeful that the Centre would heed the party’s request.

On the violent incidents at the Annamalai University, Mr. Karunanidhi said that students had indulged in violence alleging negligence on the part of doctors after a student died in an accident. When police rushed to the spot, they had taken to the heels and some had fallen into a canal in darkness and three had died. “I had conveyed the details to Bihar Chief Minister Nitish Kumar when he called me up. I had also deputed Health Minister M.R.K.Paneerselvam to the spot and make necessary arrangements to transport the bodies of the students to their native places,” he said.

Mr.Karunanidhi observed that it was true that the Sethusamudram project has slackened in pace but did not agree that it has been shelved. The issue is before the court now. But there was no place for an alternative alignment and the original alignment finalised after a study was the right one, he observed.

When asked about the “neglect” of Tamil Nadu in the Railway Budget, the Chief Minister said the government has been writing to the Railway Minister highlighting the State’s requirements. He asserted that funds would not be a constraint for the implementation of the Kalaignar Housing Scheme. “Steps that are being taken now will continue”, he said replying to a question on the government’s plans to bridge the power shortfall in the state during the summer.

To a question on the demand for allowing MPs to speak in Tamil in Parliament, Mr.Karunanidhi said the DMK had been demanding that Tamil and other State languages be made official languages of the Centre so that all MPs were able to speak in their mother tongues in the House.

Mr.Karunanidhi affirmed in the positive when asked whether he had plans to present any research paper at the World Classical Tamil Conference to be held at Coimbatore in June. Preparatory works for the conference, by the various committees, were underway in full swing. On speculations that Assembly elections would be “soon at hand” after the conference, Mr.Karunanidhi quipped that the elections would only be held with the “hand.”

Medical students should serve with service mentality and should have a feeling that they were not treating patients’ diseases but giving life to them, said Chief Minister M. Karunanidhi here on Sunday.

Laying the foundation for a new building complex for the Madras Medical College here on the occasion of its 175th anniversary here, the Chief Minister said medical students, when they started practising the profession, should have sympathy and compassion for their patients as their profession was a noble one to which many had made immense contribution. The State government always honoured those who had served society and it had instituted a welfare scheme for pregnant women in the State in the name of Dr. Muthulakshmi Reddy, who was the first woman doctor of the country, who graduated from the College.

Stating that the building complex was being constructed at the Old Central Jail Complex here at a cost of Rs.70 crore, the Chief Minister said it would pave the way for many new advanced medical facilities for the benefit of not only the public but also medical students. As the Central and State governments were spending a lot for healthcare, the Chief Minister wanted doctors and students to make the best use of the available medical facilities for serving society.

The Chief Minister also honoured more than 40 doctors on the occasion by conferring on them lifetime achievement awards, besides releasing a souvenir brought out on the occasion.

Health Minister M.R.K. Panneerselvam in his presidential address said the State was at the forefront in providing medical facilities to the poor and needy. Under the Chief Minister’s health insurance scheme, about 1.44 crore identification cards had been issued so far and under the Dr. Muthulakshmi Reddy scheme about 18.95 lakh pregnant women were benefited to the tune of Rs.977 crore.

Union Handlooms and Textiles Minister Dayanidhi Maran said the State was a pioneer in many welfare schemes.

V.K. Subburaj, Principal Secretary and Secretary, Health Department said the State had drawn a time-bound programme to complete the building complex.

S. Thanikachalam, president of the celebration advisory committee; S. Vinayagam, Director of Medical Education; J. Mohansundaram, dean of the college, were confident that the new complex would provide more opportunities to the medical students.

M. Karunanidhi on lauded the Union Budget presented by Finance Minister Pranab Mukherjee

Tamil Nadu Chief Minister and DMK president M. Karunanidhi on Friday lauded the Union Budget presented by Finance Minister Pranab Mukherjee, saying it guaranteed social justice and economic development.

“I commend him for giving priority to education, people’s welfare and infrastructure,” Karunanidhi, whose party DMK is a key constituent of the ruling UPA, said in an official statement here.

Thanking Prime Minister and Finance Minister for announcing one-time grant of Rs. 200 crore to Tirupur textile cluster in response to his request, Karunanidhi also welcomed various sops announced for farmers, including loans.

The Chief Minister also welcomed the change in the income tax slabs, saying it would help the middle class.

Tamil Nadu Governor S S Barnala, Chief Minister M Karunanidhi, Opposition AIADMK leader J Jayalalithaa and leaders of other political parties greeted the Muslim community on the eve of Milad-un-Nabi, the birthday of Prophet Mohammed.

In his message, Mr Barnala said ”Prophet Mohammed had preached love, compassion and unity. Let us, on this solemn occasion, rededicate ourseles to lead a honest life and promote unity, peace and harmony, and universal brotherhood.” ”On this holy occasion, I convey my heartiest greetings and good wishes to Muslim brethren in Tamil Nadu and other parts of the country”, Mr Barnala said, according to a Raj Bhavan communique here.

In his message, Mr Karunanidhi said Prophet Mohammed followed what he preached.

He said it was his government in 1969, when he assumed office as Chief Minister for the first time, that declared a holiday for Milad-un-Nabi to enable Muslim brethren to celebrate the occasion.

Mr Karunanidhi said though the previous AIADMK government had cancelled the holiday, his government, after assuming office again, had announced a holiday to celebrate Prophet’s birthday.

Recalling the 3.5 per cent quota given to Muslims in government jobs and educational institutions, he said his government always stood for the welfare of Muslims.

Mr Kaunanidhi wished the Muslim community wealth and propserity, in his greetings.

Ms Jayalalithaa, in her message, said ”let us take a pledge to guide Tamil Nadu in the path of Prophet Mohammed and rid the state of violence”.

She also wished that everyone should follow the principles of Prophet Mohammed in their life, and greeted the Muslims on the occasion.

MDMK General Secretary Vaiko also greeted the Muslim community.

Tamil Nadu CM congratulates Sachin Tendulkar

An avid cricket fan, and a great admirer of the game’s best batsman Sachin Tendulkar, Tamil Nadu Chief Minister M Karunanidhi today hailed the little master’s feat of becoming the first batsman in the world to score a double hundred in a One Day International (ODI) match.

Sachin reached this new milestone in his illustrious career in the second ODI match against South Africa at Gwalior yesterday eclipsing the hitherto highest individual ODI score of 194 by Saeed Anwar of Pakistan in 1997 and later equalled by Zimbabwe’s Charles Coventry in 2009.

In a telegram to Sachin, Mr Karunanidhi said ”I wish to say that this great nation feels very much proud of you.” Conveying hearty congratulations and good wishes to the Mumbai ‘Master Blaster’ on his distinguished feat on behalf of the people of Tamil Nadu, Mr Karunanidhi said ”I convey our hearty appreciation to you on creating a world record scoring the first individual double century in ODIs.” ”We are highly delighted that you have surpassed all previous records in this regard,” the Chief Minister hailed Sachin, who after starting his Test career in 1989 at Karachi against Pakistan with a small score of 15 runs, has been walking the path of glory reaching new landmarks and breaking records.

M. Karunanidhi commended Mamata Banerjee for new railway projects.

Chief Minister M. Karunanidhi on Wednesday commended Railway Minister Mamata Banerjee for reiterating the emphasis on social responsibility in implementing new railway projects.

In her previous budget too, Ms. Banerjee had laid down the approach, the Chief Minister recalled in a statement.

He welcomed her announcement of formulating proposals for Madurai-Kottayam, Madurai-Tuticorin, Dindigul-Kumuli and Rameswaram-Dhanushkodi sections under the category of socially desirable projects in backward areas.

He appreciated a host of other announcements, including the new line survey for Krishnagiri-Chamrajnagar and completion of gauge conversion work on Dindigul-Palani and Mayiladuthurai-Tiruvarur stretches.

The declaration of Tiruvarur station as Adarsh station and the proposal to construct multi-functional complexes on the premises of Salem, Tiruchi Fort and Tiruttani stations were also welcomed by the Chief Minister.

Ms. Banerjee’s commitment that the section between Velachery and St. Thomas Mount under the Mass Rapid Transit Project would be completed by March 2012 was comforting.

The introduction of new suburban services in the stretches of Chennai Central-Sulurpetta-Beach, Chennai Beach-Velachery, Beach-Tiruttani-Central and Central-Arakkonam-Central would be useful for a large number of commuters.

Welcoming the project for modernisation and expansion of capacity of the Integral Coach Factory, the Chief Minister said the proposal to establish a sports academy in Chennai was happy news.

TN stands first among other States in the country by allotting huge sum for education.

Knowing the significance and importance of education, Chief Minister M Karunanidhi has allotted nearly Rs 10, 000 crore for educational sector, State Labour Minister T M Anbarasan said.

According to a press release, the Minister while inaugurating the 10th free Personality Development course of MTS Academy here recently, said Tamilnadu stands first among other States in the country by allotting huge sum for education.

The Minister appreciated the continuous welfare activities rendered by Mylai Thiruvalluvar Tamil Sangam for more than 25 years which has developed as Rainbow Human Resource Development, a NGO developing six more institutions like MTS Academy, Thirukkural Higher Studies and Research Centre, Arivukklanjiyam Development Centre, National Research Institute, Ariviyal Poonga – Quarterly Science Journal and Yogam – Youth Organization for general awareness motivation.

Anbarasan also appreciated MTS Academy for extending yeomen services to the society especially the younger society by conducting free personality development course for more than a decade.

Later, the Minster released a book on Personality Development written by Cheyon, honorary secretary, MTS Academy. The first copy was received by E Karunanithi, Chairman, Pallavaram Municipality.

CM M Karunanidhi favoured a political consensus on Centre’s reported a NBSS in fertiliser sector

Tamil Nadu Chief Minister M Karunanidhi favoured a political consensus on Centre’s reported move for a Nutrient Based Subsidy Scheme in fertiliser sector saying it would affect a large section of the society.

In a letter to Prime Minister Manmohan Singh, copy of which was released to media, he asked the Centre to put on hold introduction of the scheme till an opportune time.

We need to build a political consensus on the scheme before taking any decision as it would affect a large section of our society, he said in the letter also addressed to UPA Chairperson Sonia Gandhi and Finance Minister Pranab Mukherjee.

The Union Chemicals and Fertiliser Ministry is headed by Karunanidhi’s elder son M K Azhagiri. Citing media reports that the government was actively considering introduction of the scheme from April 2010, he said under the proposed scheme a fixed subsidy for each product based on nutrient content would be given to fertiliser industry which would be free to fix retail prices.

He said the products proposed to be covered under this scheme were mostly dependent on imports and the international market was so volatile that it would not be possible to keep a check on prices.

Any spike in prices would definitely impact usage of fertiliser resulting in shortage of food grains in the country, he said, adding small and medium farmers would be the worst hit. He called for a unified views from select state governments with strong agricultural background.

Karunanidhi also urged the Centre to intervene to address the shortage of DAP and other complexes in the state.
There was also a need to build up stock for Kharif season. The industry has not so far contracted any quantity
for Kharif season.

Therefore, I request your kind intervention to break this stalemate as the industry has been waiting for clarity on policy,

An information technology park will shortly be inaugurated in Coimbatore, Chief Minister M. Karunanidhi said on Friday.

Launching digital drawing and 2D animation competitions for school students at the Secretariat, Mr. Karunanidhi referred to the inauguration of the TIDEL Park, a huge IT facility in Chennai, promoted by the Tamil Nadu Industrial Development Corporation and Electronics Corporation of Tamil Nadu, in July 2000 and said the government had been taking steps to open similar IT parks in Tier II cities.

Thanks to a number of measures taken by the State government, the value of software exports from the State went up from Rs 14,400 crore in 2005-2006 to Rs 36,680 crore in 2008-2009.

The competitions were held as part of the Tamil Internet Conference to be held concurrently with the World Classical Tamil Conference in June this year.

The winners of the contests would be given prizes during the Classical Tamil meet, the Chief Minister said, inaugurating the State-wide competitions.

Mr. Karunanidhi was addressing, through video conferencing, a gathering of students in Coimbatore, the venue of the two conferences.

P.W.C. Davidar, IT and Energy Secretary, said 10,500 students, from class VI to XII, took part in the competitions that took place in 33 engineering colleges all over the State. Broadly, the participation was at two levels — individual and group. While 873 students of Kanyakumari district had taken part in the competitions, the numbers of participants from Coimbatore and Tirunelveli districts were 785 and 754. Chennai accounted for 150 students.

The students from class VI to X engaged themselves in digital paint brush while the students of higher secondary carried out animation,
