Two AIADMK MLAs were injured on Saturday when they fell from a bullock cart, in which they were coming to the venue of a protest demonstration by the party here against the hike in petrol and diesel prices.

T. Malaravan, the city MLA, and Prema, another MLA, representing Avinashi in the district, were leading a five bullock cart procession near Red Cross Building, where the demonstration was going on.

As the cart neared the venue, one of the party workers loosened the rope tied to the cart and bullock, so as to stop the cart and help MLAs get down. However, the cart tilted and both the MLAs fell down.

While Malaravan, with head and chest injuries, was admitted to the ICU in a nearby private hospital, Prema, with minor injuries, was treated as outpatient, hospital sources said.

Party workers held the demonstration, criticising the UPA government for its “failure to rein in spiralling prices” and also condemned the petrol price hike.

Alluding to AIADMK general secretary Jayalalithaa’s criticism of the DMK, Mr. Karunanidhi said that according to his information, a statement had been prepared anticipating that a nominee of the State would be sent to the Empowered Committee constituted by the Supreme Court. But, after the DMK adopted a resolution against participating in the Committee, a fresh statement was issued. Law Minister Durai Murugan, joining issue with Ms. Jayalalithaa, argued that it was up to the State to be part of the committee or not.

The DMK had considered pros and cons of the move, taking into account interests of the State.

The decision was not against the Supreme Court. This was why the general council had, in its resolution, conveyed that the party did not oppose the move but it was in no position to accept the Supreme Court’s direction.

Mr. Durai Murugan asked what punishment the Kerala government had faced for adopting a law that sought to block the implementation of the court’s judgement in February 2006, which was reiterated twice.

The proposed committee was not meant for deciding the correctness or otherwise of the Irrigation and Water Conservation Act of Kerala but examining the question of dam safety and water utilisation. Under such cases, how non-participation would amount to supporting the law framed by Kerala? he asked.

Mr. Karunanidhi had participated on eight occasions in negotiations with Prime Minister and Chief Ministers of Kerala on the Mullaperiyar dam issue.

He had written 15 letters to the Prime Minister and Union Ministers for Water Resources and Defence whereas Ms. Jayalalithaa sent only three letters, Mr. Durai Murugan said.

Kovilpatti AIADMK MLA meet Chief M Karunanidhi

It’s once again time for many eyebrows in Tamilnadu’s political circles to remain raised. For, exactly a week after the sitting Kovilpatti MLA Radhakrishan, belonging to the AIADMK, met Chief M Karunanidhi, his Jayamkondam counterpart K Rajendran repeated the act today.

The AIADMK legislator, who is also the Jayamkondam union secretary of ‘Amma Peravai’, one of the important wings of the main opposition party, called on Karunandhi today and presented him a ‘memorandum to take steps to improve infrastructure in his constituency’.

And he also claimed that he had met the Chief Minister as his ‘conscience pricked’ him since he (Radhakrishnan) was unable to do anything for the welfare of his constituency ever since he became an MLA four years ago.

‘I don’t want to be a puppet legislator. I want to do some good to the people who had elected me. Hence I had met the Chief Minister requesting him to take immediate steps to improve facilities in my constituency. I am hopeful that good things will happen soon,’ he told reporters, after meeting Karunanidhi.

Hitting out at his party supremo J Jayalalithaa, Rajendran said, ‘Only Rs 775 was given per tonne of sugarcane when she was in rule. But the Chief Minister has now increased it to Rs 1,550, which is higher than the price fixed by the Central government. This is among the many good steps being taken by the present regime for the welfare of the people. But they (AIADMK leadership) have announced an agitation for sugarcane farmers to cheat the people.’

Union Minister for Information Technology and Communications A Raja and Perambalur district DMK secretary S S Sivasankar were present when Rajendran met Karunanidhi. The Chief Minister has assured Rajendran that the ‘needful’ will be done for the growth of his constituency, said a press release.

On Friday last, Kovilpatti MLA Radhakrishan called on Karunanidhi in Chennai after he met Union Minister and DMK organising secretary (south) M K Alagiri in Madurai.

He too presented a memorandum to ‘improve basic infrastructure in his constituency’. Speaking to reporters, Radhakrishnan said he was ready to face the consequences, if his party leadership wanted to take action against him for meeting a leader of their archrival organisation. And he was removed on the same day from the post of the secretary of Jayalalithaa Peravai.

M Karunanidhi today hit out at the Election Commission

Tamil Nadu Chief Minister M Karunanidhi today hit out at the Election Commission, saying if the charge that it was acting in a partisan manner with regards to Pennagaram assembly bypoll was proved, it would amount to ”fence eating the crops.”

A week after he said the Election Commission owed an explanation on charges that it had postponed the bypoll in deference to the wishes of opposition AIADMK, the Chief Minister wondered whether the Commission had failed to protect democracy.

In an epistle to partymen, Mr Karunanidhi, quoting Pattali Makkal Katchi (PMK) founder leader Dr S Ramadoss, who questioned the integrity of the Commission, said if the CEC tried to act in a partisan manner as alleged, it would amount to ”the fence eating the crops.” Pointing out the EC had postponed the bypoll after announcing the schedule and candidates had started filing papers, he said it was unfortunate that the Commission had put off the bypoll based on a memorandum submitted by seven or eight parties (on the behest of AIADMK), which did not contest the poll.

These parties had complained about large-scale deletion of names in the voters list, but the Commission, without checking the veracity of the charge and without consulting the officials, had postponed the bypoll, originally scheduled for January 20.

He said Dr Ramadoss, who demanded the postponement, citing Pongal celebrations, had questioned the integrity of the Commission after it was again trying to put off the bypoll.

The PMK leader said the party had only demanded that the bypoll be put off by a few days, but the Commission had put off the bypoll to the fullest satisfaction of AIADMK General Secretary J Jayalalithaa, he alleged.

When the PMK came out with the demand for postponement, the Election Commission remained silent. However, when the AIADMK gave a petition, it had acted in a swift manner and postponed the bypoll, Mr Karunannidhi said quoting Dr Ramadoss.

The Congress has run into trouble with its allies. In Tamil Nadu, the DMK is unhappy about a meeting between Congress President Sonia Gandhi and AIADMK chief Jayalalitha even as cracks have appeared in Jammu and Kashmir between the Congress and National Conference over the newly proposed surrender policy for militants over in PoK.

Down south the DMK has expressed disappointment over rival AIADMK chief Jayalalitha’s meeting with Sonia Gandhi in New Delhi at an Election Commission function last week.

Tamil Nadu Chief Minister M Karunanidhi indirectly expressed his displeasure at the interaction by clamming the Chief Election Commissioner for facilitating the meeting, and written about the issue in the party mouth piece ‘Murasoli’ saying that CEC Navin Chawla had shown ‘undue interest’ in inviting Jayalalithaa to the silver jubilee celebrations of the Election Commission held at Delhi last week and also arranging the cordial chat between the two powerful women politicians. The chat seemed no more than a brief exchange of pleasantries last week, but once which has made the DMK chief an unhappy man.

In fact citing comments earlier made by PMK leader Ramadoss, Karunanidhi has said, “If those vested with the responsibility to be truthful and protect democracy acted in a partisan manner, one is compelled to raise the question whether the fence itself is feeding on the crop

He has also hit out at the CEC for postponing a assembly by-election at the behest of a request made by Jayalalitha.

Karunanidhi, being a shrewd politician, stopped short of raising a direct finger at the Congress President, but the accusation is implicit and one that will no doubt be taken note of.

Though both the DMK and Congress leaders had insisted soon after the meeting that there was nothing much to it, it is now clear that the DMK is indeed jittery. The reasons for the insecurity are many; With the assembly elections fast approaching, any overtures made by Jayalalitha are bound to upset Karunanidhi’s apple cart. Moreover, the DMK believes that Rahul Gandhi is not too favorable about the alliance and there is much friction with the state Congress leaders.

Political analysts believe that with this statement targeting the CEC, the DMK chief has given subtle hints to the Congress- that even a casual ‘Hello’ to Amma is unwelcome.

Meanwhile, a war of words has broken out between allies the National Conference and the Congress in the Kashmir valley, with former Chief Minister Ghulam Nabi Azad taking on Chief Minister Omar Abdullah over his proposed surrender policy, which if passed would facilitate the return of almost 11,000 Kashmiri men trained in militant camps in Pakistan Occupied Kashmir.

The Union Health Minister Azad has lashed out saying that there is no guarantee that the youth after surrendering will not re-engage in terrorist activities. In stark contrast, Abdullah has said that the new policy will help bring back home young people in Pakistan Occupied Kashmir who are willing to return to the mainstream, adding that it is the government’s responsibility to ensure that they are rehabilitated.

No funding hitch seen for new housing scheme

The State government would find the resources needed to build houses for the rural poor just as it had made provision earlier to supply rice at Re. 1 a kg, Finance Minister K. Anbazhagan told the Assembly on Monday.

The Minister was reacting to Anna Dravida Munnetra Kazhagam general secretary and Leader of Opposition Jayalalithaa’s poser to the government during the debate on the motion of thanks to the Governor’s address, on the scheme. Noting that the cost of covering all 21 lakh houses would be Rs. 12,600 crore, she wanted to know how the funds would come.

Deputy Chief Minister M.K. Stalin, in his reply later, said the allocation could be made from each year’s budget. “It’s no big thing to allocate Rs.12,600 crore over a six-year period for this scheme.”

In her hour-long speech, Ms. Jayalalithaa persisted with her criticism of the delay in rendering medical assistance to Sub-Inspector R. Vetrivel, who was killed by an armed gang in Tirunelveli district last week. To this, Health Minister M.R.K. Panneerselvam asked her what she did when several people died during the Mahamaham festival [in 1992].

On the land distribution scheme, the AIADMK leader adverted to the DMK’s assurance in the 2006 Assembly elections that 55 lakh acres of wasteland would be distributed to the poor. But the Governor’s address mentioned that only about 2 lakh acres had been given.

Responding to this, Chief Minister M. Karunanidhi said the figure of 55 lakh acres was taken from the Budget presented by the previous AIADMK regime. However, this was corrected the following year.

Pointing out that 62 lakh youths had registered themselves with employment exchanges, Ms. Jayalalithaa said unemployment allowance was being given only to about 3.5 lakh persons. She asked the government when it was going to give the allowance to the rest. Higher Education Minister K. Ponmudy replied that the allowance was provided only to those who remained jobless for five years after earning their degrees.

When the AIADMK leader demanded the withdrawal of the government order on recruiting retired staff to two lakh vacancies, Mr. Anbazhagan replied that no government order stated so many vacancies that would be filled by retired staff members. For vacancies where fresh recruits and trained candidates were not available, retired staff would be hired on a temporary basis, the Minister added.

Support of opposition parties PMK candidate in Pennagaram bypoll

PMK founder Dr S Ramadoss has sought the support of opposition parties, including the AIADMK, for his party candidate in the coming bypoll for Pennagaram constituency.

Citing past victories in the 1991 and 2006 polls, where the party contested alone and won, he said based on this, other opposition parties should support PMK.

He said all opposition parties should join hands for democratic rule. ‘As a first step, they should support PMK in the Pennagaram bypoll,’ he told reporters here.

Alleging that political parties were bribing voters, Ramadoss said, ‘It is not a ‘by-election’, but a ‘buy-election.’
The PMK will raise the drinking water problem in the Pennagaram constituency and the half-century delay in implementing the Hogenakkal Integrated Drinking Water Scheme, Ramadoss said.

‘If AIADMK fields its candidate, we will criticise both the parties and their policies,’ Ramadoss remarked.
‘We are not appealing for support just because we have announced our candidate. PMK has a good chance of winning with a margin of 40,000 votes. We have to defeat the DMK to protect democracy,’ he said.

The Vanniar community based PMK was part of the AIADMK led front in the last Lok Sabha election, but it later snapped ties with the party led by J Jayalalithaa.

The bypoll was slated for 20 January, but was cancelled due to Pongal festival after AIADMK and other opposition parties sought its postponement.

The Election Commission has said it would issue a fresh notification on the bypoll. The DMK and Congress, however, wanted the election to be held as scheduled and the ruling party had even fielded P N P Inbasekaran, son of P N Periannan, whose death has forced the bypoll, as its candidate.

The AIADMK is yet to announce its candidate. The Communist Party of India (CPI) has already announced its support to the AIADMK in the bypoll. It is to be noted that Ramadoss’s earlier letter to two Communist parties — CPI and CPI(M) — requesting support for PMK’s candidate G K Mani’s son Tamizhkumaran remained unacknowledged.

J Jayalalithaa levelling a series of charges against the ruling DMK and the Ministers

The year’s first session of the Tamilnadu Assembly witnessed the first big fight, with AIADMK general secretary J Jayalalithaa levelling a series of charges against the ruling DMK and the Ministers, including Chief Minister M Karunanidhi, replying to it.

As soon as the Leader of the Opposition started her speech, she asked Ministers not to interfere as the Chief Minister would be replying to her remarks later. ‘If Ministers interfere during my address, it would amount to not having confidence in the talent of their leader (Karunanidhi).’ she said.

Replying to this, Law Minister Durai Murugan wanted to know why Ministers intervened during Jayalalithaa’s regime when opposition MLAs were speaking in the Assembly. ‘Does this mean she (Jayalalithaa) lacked skills?’ he said.

Reacting sharply, Jayalalithaa said people of the State know very well who possessed which talent and she did not want Durai Murugan to ‘give her certificates.’
The former Chief Minister said it was ridiculous to name the life-saving insurance scheme after Karunanidhi. ‘Chief Ministers come and go. Any scheme is being implemented with people’s money. Why they bear the name of the Chief Minister? I did not name the farmers protection scheme after me during my rule,’ she said.

To this, Higher Education Minister K Ponmudy said: ‘Then why State-owned transport corporations were named after Jayalalithaa and her mother Sandhya during the AIADMK regime? Why a Jayalalithaa Nagaram? Even the name of MGR was removed.’

Revenue Minister I Periasamy said the farmers protection scheme was introduced by Karunanidhi in the year 2000. Similarly, the AIADMK supremo crossed swords with Ministers by levelling various charges. She also said the DMK government had made Tamilnadu bankrupt.

When she said the DMK government had failed to give free land as promised, the Chief Minister said the promise was made following a statement made by the AIADMK.

When Jayalalithaa said Karunanidhi had not understood AIADMK’s statement properly, Information Minister Parithi Ilamvazhuthi said: ‘Araitha maavai araikkathey…Thuvaitha thuniyai thuvaikathey…’ (meaning don’t repeat allegations again and again).

Jayalalithaa concluded her address by saying the DMK is cheating Tamilnadu. She also quoted few lines from a popular MGR song: ‘Enna than nadakkum nadakatumey…Irutinil needhi marayaittumey..Thannaley velivarum thayangathey…Oru thalaivan irukiran mayangathey…’ (which roughly means, truth would come out one day).

When Finance Minister K Anbazhagan tried to reply to her remarks, Jayalalithaa started from the Assembly and walked out. Following this, Anbazhagan said: ‘She is walking out without paying heed to the reply. One day she would go out of the country’.

Well begun is half done, they say. The opening day of the Tamilnadu Assembly session today was a mix of things, as the New Year’s first meet witnessed a slew of announcements from Governor Surjit Singh Barnala despite a walkout by the main opposition the AIADMK and its ally the MDMK.

In his customary address, the Governor said the government would bear education expenses of students admitted to government or private professional colleges through the single window system, if there are no graduates in their family so far.

‘The government will bear all expenses related to their education without taking into account the students’ financial status and community. Students getting admissions through single window system in government or private engineering, medical, dental, veterinary, agriculture and law colleges will benefit through the scheme,’ he said.

Barnala also said the paddy procurement price will be increased by Rs 50 per quintal. ‘The government will replace 21 lakh mud houses in rural areas with permanent structures under the Kalaignar Housing Scheme. Three lakh houses will be constructed under the scheme in 2010-11 at a total cost of Rs 1,800 crore,’ he said.

Stating that the government will continue to repay to banks loan amounts borrowed by farmers, the Governor said Rs 1,559 crore had been disbursed for farm loans so far.

Pointing out that the work to implement a metro rail project in Chennai had already started, he said the project would be completed at a cost of Rs 14,600 crore. Barnala said 40 lakh more colour television sets would be distributed in the year ahead.

Thanking the Centre for allotting Rs 100 crore for the Lankan Tamils, the Governor urged the Union government to ensure that Tamils in the island nation are provided with all rights.

He also urged the Centre to allot sufficient funds to excelling States like Tamilnadu.The Governor said no Bill affecting the livelihood of fishermen would be implemented by the Union government. On the Mullaperiyar issue, he said the rights of the State would be protected by statutory ways.

Stating that the ceiling to own government poramboke lands had been reduced from five years to three years, the Governor said 90 acres of land had been allotted to build houses for cine technicians.

Meanwhile, accusing the ruling DMK government of failing on several fronts, AIADMK members led by Deputy Leader of Opposition O Panneerselvam read out a statement and walked out of the Assembly.

They alleged that the government had failed to protect the interests of the state on the Mullaperiyar dam issue with Kerala, among others, just as Governor Surjit Singh Barnala was about to deliver his customary address.

They also blamed DMK government for ‘failing to control the rising prices and not taking steps to protect Indian fishermen from attacks by Sri lankan Navy’ before staging the walkout. The MDMK also followed suit.

DMK offers more freebies

First generation undergraduates in Tamil Nadu, irrespective of their caste or income, will not have to pay tuition fees from the coming academic year. Governor Surjit Singh Barnala made this announcement in the State Assembly on Wednesday while delivering his annual customary address.

The Governor said that families that have never had a graduate in the family can have one now. The State Government will bear the entire tuition fee of such students who secure admission to professional courses under the Single Window System.

Students studying in government and private engineering, medical, dental, agricultural, veterinary and law colleges, irrespective of their caste or income will benefit from the scheme.

The Governor said introduction of an equitable education system would remove difficulties faced by students and parents due to the many boards of education and syllabi.

It would enhance the competitiveness of students at various national level examinations.
Waiver of loans availed by tsunami- affected fishermen to the tune of Rs 80 crore and Rs 83 crore of loans availed by Adi Dravida entrepreneurs, free house pattas for those living on government land for three years and a hike of Rs 50 in the procurement price of ordinary and fine varieties of paddy were among the other announcements. AIADMK and its ally, the MDMK, staged a walkout and boycotted the Governor’s address.
