Nomination papers of four candidates, all independents were rejected, when the nominations filed for the March 27 Pennagaram Assembly constituency by-election were taken up for scrutiny today.

Tamil Nadu Chief Electoral Officer Naresh Gupta said of the 37 nominations, four had been rejected and the remaining 33 nominations were found valid.
The total number of candidates to be left in the fray would be known on March 13, the last date for withdrawal.
As of now, besides the candidates of the ruling DMK, Opposition AIADMK, PMK and DMDK, there were 25 Indpendents in the fray.

The supplementary electoral roll for Pennagaram assembly constituency, going to byelection on March 27, was released today.
Releasing it, District Election Officer cum Collector P Amudha said as per the roll the total electorate was 2,01,008 comprising 1,02,892 men voters and 98,116 women voters.

In the draft roll released on January 5, the total electorate was 1,79,536 which went up to 1,98,525 in the supplementary draft roll-1.
The process of inclusion and deletion was carried out as per record and no suo motto deletion was done by the Election Department, she stated.
Amudha also said applications for inclusion were received upto Mar 2 and verification was done till March 9.
She also said 47 cases had been registered for violation of model code of conduct — 22 against DMK, 18 against PMK, four against AIADMK and others three.
In view of demand by political parties, the number of check posts had been increased in the constituency.
She said there was no partiality in screening vehicles passing through the check posts.
Five companies of CRPF had been requisitioned for poll duty, she said.

Three women bureaucrats will manage the March 27 byelection to the Pennagarm assembly constituency in Tamil Nadu.
Dharmapuri District Collector and District Electoral Officer P. Amudha, Returning Officer Maheswari Ravikumar and Deputy Suprintendent of Police Panchavarnam will be managing the byelection for the constituency, for which filing of nominations has started.
The run-up to the bypoll attracted attention when around 20,000 voters were ordered to be added to the electoral list just before the declaration of the byelection schedule.
Six independents filed their nominations Wednesday and AIADMK candidate R. Anbazhagan is expected to file later Thursday.
It is largely going to be a four cornered contest with ruling DMK’s P.N.P. Inbasekaran, PMK’s G.K.M. Tamizhkumaran, AIADMK’s Anbazhaagan and DMDK’s Kaveryvarman fighting it out.
The last date for filing of nominations is March 10. While the scrutiny of the nominations will be done March 11, the last day for withdrawal of candidature is March 13 and counting of votes will be held March 30.

The focus of Tamilnadu politics will be Pennagaram at least till the end of this month, as filing of nominations for the 27 March byelection, which is witnessing a four-cornered contest, will start tomorrow.

The much-delayed bypoll due to various reasons is marred by charges and counter charges from almost all political parties in the State, forcing the Election Commission to defer the date (the initially announced date was 20 January) and delay the process. At last, the EC made an announcement some days back that the bypoll will be conducted on 27 March.
The ruling DMK has announced P N P Inbasekaran, son of Periannan whose death has necessitated the bypoll, as its candidate, while the main opposition AIADMK announced its Dharmapuri district secretary R Anbalagan as its candidate for Pennagaram. They will be crossing swords with PMK’s G K M Tamizhkumaran, son of party president G K Mani, and DMDK’s Kaverivarman.
The PMK was routed in the Parliamentary elections held last May as none of its candidates won. This is the first time the PMK is contesting a bypoll, deviating from its earlier policy of terming such elections as a waste of public money.
The byelection will be keenly watched by observers as the seat in the northern most tip of Tamilnadu is considered a PMK citadal because of the concentration of the backward Vanniya community, thought to be the party’s support base.
However, the ruling DMK, which has been winning all the bypolls ever since it came back to power in 2006, is leaving no stone unturned in terms of campaigning. Senior Ministers have been apppointed in-charges of the election committees and they have formed several teams to take the achievements of the government to the public.
It is expected that Deputy Chief Minister M K Stalin and Union Minister M K Alagiri will hit the campaign trail seeking support to their party contestant.
AIADMK supremo Jayalalithaa has said former Minister and AIADMK’s Parliamentary Party leader M Thambidurai will be the the party’s election committee chairman for Pennagaram bypoll.
She urged party activists and members of various wings of the AIADMK to cooperate with Thambidurai and ensure that Anbazhagan tasted victory in the byelection. The former Chief Minister, who is currently staying at Kodanadu, is expected to campaign for her candidate for two days.
While DMDK president Vijayakanth and his wife Premalatha would campaign for Kaverivarman, PMK founder S Ramadoss and his son Anbumani Ramadoss would soon camp the constituency to woo voters.

Tamil Nadu director general of police Letika Saran, who reviewed the byelection arrangements in the Pennagaram assembly constituency in Dharmapuri district on Thursday, declared all the 250 polling booths there to be sensitive’.

From the law and order point of view, 68 booths are highly sensitive, she told TOI, adding that “even otherwise, all the booths are sensitive”. Special task force personnel had been deployed all along the district border, particularly areas vulnerable to naxal infiltration, she said.
About 800 policemen, drawn from four nearby districts, have been drafted for poll duty in the constituency. Each of the eight police stations has been put under the command of a deputy superintendent of police each.
Apart from setting up 12 vehicle check posts, 10 striking force teams have been put on round-the-clock patrol. So far, nine cases have been registered by police for poll-related vehicle violations, she said. The four-cornered high-voltage byelection to Pennagaram constituency will be held on March 27.
Meanwhile, the PMK has complained to chief electoral officer Naresh Gupta that the party’s Dharmapuri district treasurer Shantha’s husband Vadivel, working as a nutritious noon meal centre organizer at Puthukarumbu panchayat union middle school, was transferred to Pennagaram panchayat union primary school. The order was sent to Vadivel by speed post on Thursday.
PMK election committee president T Velmurugan told TOI, “The transfer order says district collector’s office has issued it on February 18, a day before the bypoll was announced. But the block development officer has signed on it only on February 19 night, after the EC announced the bypoll date. This transfer is an act of vengeance. Shantha and her family were under tremendous pressure for the past one month to quit the PMK. When she refused, her husband has been transferred to a place to which there is no bus connectivity. One has to walk through the forest for four km to reach his new place of work, which is very close to the Karnataka border.”
Velmurugan also blamed the police for targeting PMK by booking cases against party vehicles which have been issued passes by the district administration. When contacted, Naresh Gupta told TOI, “We will inquire into the complaint from the PMK.”
BJP would not contest the Pennagaram assembly bye-election.

BJP today said it would not contest the Pennagaram assembly bye-election.
Announcing this to reporters here, BJP’s Tamil Nadu unit President Pon Radhakrishnan said it should be conducted in a free and fair manner.
The bypoll is scheduled for March 27.
Referring to the price rise issue, he said a demonstration would be held in front of Parliament on April 21. The state unit will stage a protest on April 3 in Kanyakumari district.
A signature campaign would be launched from March one, to protest against the soaring prices of essential commodities.
On the Mullaperiyar dam over which Tamil Nadu is locked in dispute with Kerala, he said any agitation will create problem between the peoples of the two states. ‘It is a problem of two states and not of people,’
AIADMK has announced Pennagaram Assembly by-election candidate R Anbazhagan

The Opposition AIADMK has announced that the party’s Dharmapuri district Secretary R Anbazhagan would be party’s candidate for the Pennagaram Assembly by-election, scheduled for March 27.
Party General Secretary J Jayalalithaa announced the candidate last night. She also announced that former Minister and party’s Parliamentary Committee Chairman M Thambidurai would head the party’s election committee and take up election work in support of the party candidate.
Mr Anbazhagan, 44, is a local heavyweight and was earlier the party’s Union Secretary for Pennagaram. He had unsuccessfully contested against Pattali Makkal Katchi (PMK) president G K Mani in the 1996 elections.
As the ruling DMK and PMK had already announced candidates, Pennagaram is expected to witness a stiff contest. Actor Vijayakanth’s DMDK is yet to disclose its strategy for the bypoll.
The DMK had nominated P N P Inbasekaran, son of DMK legislator P N Periannan, whose death has necessitated the by-election. The PMK had also announced that Mr Tamizhkumaran, son of Mr Mani as the party nominee.
Delegation of MPs from DMK, Congress and other allies in met CEC

A delegation of MPs from DMK, Congress and other allies in Tamil Nadu today met Chief Election Commissioner Navin Chawla and demanded that the by-elections to Pennagaram constituency be held before the end of March.
The delegation led by DMK MP T R Baalu met Chawla and expressed surprise over the poll body not announcing the dates for by-elections to the constituency.
The meeting assumes significance in the wake of Tamil Nadu Chief Minister M Karunanidhi saying that the EC?s attitude makes one to think whether it is biased towards AIADMK.
In a memorandum submitted to the EC, the MPs wondered why the Election Commission decided to postpone the by-polls, which were originally scheduled for January, only after AIADMK demanded that it be deferred till Pongal festivities are over.

Tamil Nadu Chief Minister M Karunanidhi today hit out at the Election Commission, saying if the charge that it was acting in a partisan manner with regards to Pennagaram assembly bypoll was proved, it would amount to ”fence eating the crops.”
A week after he said the Election Commission owed an explanation on charges that it had postponed the bypoll in deference to the wishes of opposition AIADMK, the Chief Minister wondered whether the Commission had failed to protect democracy.
In an epistle to partymen, Mr Karunanidhi, quoting Pattali Makkal Katchi (PMK) founder leader Dr S Ramadoss, who questioned the integrity of the Commission, said if the CEC tried to act in a partisan manner as alleged, it would amount to ”the fence eating the crops.” Pointing out the EC had postponed the bypoll after announcing the schedule and candidates had started filing papers, he said it was unfortunate that the Commission had put off the bypoll based on a memorandum submitted by seven or eight parties (on the behest of AIADMK), which did not contest the poll.
These parties had complained about large-scale deletion of names in the voters list, but the Commission, without checking the veracity of the charge and without consulting the officials, had postponed the bypoll, originally scheduled for January 20.
He said Dr Ramadoss, who demanded the postponement, citing Pongal celebrations, had questioned the integrity of the Commission after it was again trying to put off the bypoll.
The PMK leader said the party had only demanded that the bypoll be put off by a few days, but the Commission had put off the bypoll to the fullest satisfaction of AIADMK General Secretary J Jayalalithaa, he alleged.
When the PMK came out with the demand for postponement, the Election Commission remained silent. However, when the AIADMK gave a petition, it had acted in a swift manner and postponed the bypoll, Mr Karunannidhi said quoting Dr Ramadoss.
